Ms. Irene Mandl joined ELA in September 2021 as the Head of Information and EURES Unit. She holds Master’s degrees in international business administration (with specialisation in marketing and organisational planning) and in business and law (with specialisation in HR management).
Before joining ELA, she worked in policy-oriented socioeconomic research in the fields of employment and labour market, as well as entrepreneurship and industry analysis. Most recently, she was Head of the research unit ‘Employment’ at the European Foundation for the Improvement of Living and Working Conditions where she was leading the cross-European research on labour market developments (including new forms of work and employment and the future of work, digitalisation, climate change, restructuring and related public policy approaches) and topics at the intersection of employment and entrepreneurship (such as job creation, workplace practices, small and medium-sized enterprises, business start-ups and scale-ups and internationalisation, including HR management in international businesses). ↑
Ms. Sirlis Sõmer-Kull is a Board Member of the Estonian Unemployment Insurance Fund. She is responsible for jobseekers' and employers' services, the assessment of employability and the EURES unit. Sirlis has worked for the Unemployment Fund for over 10 years. Prior to becoming a member of the Board, she was involved in the implementation of the work ability reform. The aim of the reform was to support the employment of people with reduced work ability, including the reorganisation of the assessment of work capacity and the payment of incapacity benefit. Previously, Sirlis worked at the Ministry of Social Affairs, where she was in charge of the welfare sector, and was actively involved in the work of the European institutions. ↑
Ms. Monika Toiger-Kruusvald is the National Coordinator of EURES Estonia at the Estonian Unemployment Insurance Fund since 2022. Until that she was the member of the NCO team. She has extensive experience and expertise in the field of social security and labour migration in the European Union. She is certified as a EURES trainer and offers national and international training courses, meaning that she is well versed in multiculturalism and work mobility. ↑
Ms. Jannika Saario works as the Chief development specialist of the Work in Finland team at the KEHA center. The team's main task is to create smooth customer processes for public services for companies interested in international recruitment. From 2025, the KEHA center's Work in Finland will operate as the national coordination office of EURES Finland and the team is already responsible for part of the tasks of the NCO. Saario has extensive experience in the development and management of public employment services in Finland. ↑
Ms. Līga Baufale, EURES Latvia National Coordinator. Līga has worked in the EURES network for over 20 years since Latvia became an EU member. Until 2015, she worked as a EURES consultant, after that, she started as the head of the EURES network in Latvia. She believes this work is exciting and full of challenges, considering the diversity of Europe. ↑
Mr. Leonardo Ortega has been a long collaborator with EURES in the topics of highly skilled labour migration. He himself being a migrant, has lived over 12 years in Estonia and has experience in the area of attraction and retention of international talents to Estonia. ↑
Ms. Marta Traks has dedicated 20 years of her career to EURES, playing a significant role in the development of EURES services in Estonia. Since 2006, she has been managing EURES services and currently leverages her experience as a Seconded National Expert at the European Labour Authority. She has also made a substantial impact as a EURES training expert, delivering training sessions to colleagues across Europe for over 15 years. Additionally, she has experience as a trainer in the national 'Settle in Estonia' program, where she assists foreigners with integration into Estonia. ↑
Ms. Kirke Altrov has been involved with Eures as the representative of the official private member Manpower since 2019. She works as a Business Development Manager in Human Resource solutions providing company ↑
Ms. Gerli Mets is one of those first persons in Estonia who in 2004 started working as an EURES advisor and was contributing to the birth of Estonian EURES, as well as helping to develop EURES services. Since 2009, she has been working as the head of the department at the Estonian Unemployment Insurance Fund of Pärnu County and is responsible for the provision of unemployment services in Pärnu County. ↑
Mr. Jon Stråth is the National Coordinator of EURES Sweden since 2016. During his time at the European Commission, he was part of the task force drafting the proposal for the new EURES regulation. With a long career at Arbetsförmedlingen, the Swedish Public Employment Service, he has experience in several fields, including procurement, partnerships and collaboration with private employment agencies and vocational training. He participates in the PES Benchlearning as an assessor. He holds a MSc. from the Stockholm School of Economics. ↑
